This program has been in place since 1979 for the purpose of conserving forest trees. The value of a tree to life cannot be overemphasized. Trees are worth the investment incurred by means of maintenance costs. Given the length of time, it takes for a newly planted tree to grow to maturity and provide a proper canopy, maintaining an existing tree is worth the expense.
